Regulations

The Cinque Terre Flights Area was created on the basis of an agreement between the Cinque Terre Park, the Municipality of Monterosso, Enac and the Air Force, and associations present in the area that have demonstrated competence and have the necessary requirements. In the Cinque Terre Flights Area, pilots are required to strictly comply with all points and are held personally responsible for actions and behaviors that jeopardize their safety and that of others.

 

ARTICLES

  1. To use the area, pilots must have a VDS-VL certificate and a renewed medical examination within the required timeframe.
  2. To use the area, pilots must have RCT insurance coverage with maximum limits compliant with those required by law. 2.2 The pilot is not only solely responsible for flight conduct but is also responsible for any false declarations.

2.3 To use the area, pilots must fill out the necessary forms and declarations and be registered with the concessionary association or obtain an annual Fly card. Find the forms at

  1. Foreign pilots from the EEC can fly if they have a corresponding piloting title from their own country (free flight pilot license) and RCT insurance coverage by adhering to this regulation and the concessionary association. 4 Two-seater pilots who carry out teaching activities and flight baptisms must be associated with the association that manages the take-off and pursue its goals.

  1. Flight schools that carry out teaching activities after coordination with the concessionary association as provided by the AeCI Technical Teaching Regulations approved by the Ministry of Transport may only accompany students who have already obtained a license and in the period between November 15 and December 22 and between January 15 and February 15
  2. The pilot who wishes to fly within the Cinqueterre Flights Area must have a license that has been valid for at least 18 months.
  3. Flying in the Cinque Terre is permitted from 15 October to 01 May, subject to the opening of the Notam but, given some critical issues, and given the difference in experience of the pilots themselves, it is deemed necessary to limit its performance to some dates:

– from 15/10 to 02/11 flights are permitted with landing in the appropriate areas by 13.00. Landing in the afternoon is permitted only after 18.00. Therefore, flying over the area from 13.00 to 18.00 is not permitted for all pilots up to class 4 (see European Ippicard).

– from 01/04 to 01/05 pilots must land before 13.00. Landing in the afternoon is permitted after 18.00. Therefore, flying over the area from 13.00 to 18.00 is not permitted for all pilots up to class 4 (European Ippicard).

– on Easter weekend pilots must land before 13.00. Landing is permitted in the afternoon after 6:00 p.m. Therefore, overflight is not permitted from 1:00 p.m. to 6:00 p.m. for all pilots up to class 4 (European Ippicard).

The association has in fact as a priority to protect the flight in the Cinque Terre by opening or not the take-off and recalling the pilots landing if necessary.

7.1 Pilots who have the European Ippi card with a level higher than 4 can operate throughout the entire period, it being understood that it will always be at the discretion of the concessionary association to close the take-offs and communicate any mandatory landing. This could also occur before the indicated time if the weather conditions or the tourist influx require it. (The authorities themselves have asked for these precautions and anyone with a minimum of common sense can only adapt to protect everyone).

  1. Flight activity is permitted only in suitable weather conditions, established daily and with the possibility of interrupting flights in the event of significant changes.
  2. Before taking off, the pilot must send a WhatsApp message to the Pilots in flight group in the Cinque Terre. Before each take-off, he must check the opening of the Notam through the dedicated channels (website, app, or WhatsApp group indicated on the noticeboard).

The color green, open to all, the color orange, only pilots with an Ippicard greater than 5, the color red, take-off closed to all.

  1. In case of need, pilots in flight may be asked to land even with a smoke bomb. Compliance with this request is essential for safety purposes.
  2. Pilots on the ground must use the radios on the frequencies indicated on the noticeboards at take-off. 12. Pilots cannot fly over residential areas or the station. It is therefore advisable to implement the disposal of altitude over the sea.
  3. During the nesting of protected species, overflight of some areas will be limited, which will be reported from time to time.
  4. The airspace reserved for us can be found on the aeronautical maps on the official websites and on this noticeboard.
  5. In the landing area, an 8-degree approach is recommended. In the event of winds perpendicular to the beach, the pilot with a lower altitude will determine the side where to dispose of the debris to avoid meeting with a divergent direction. Observe the windsock carefully.
  6. The devices used must be certified with EN or LTF regulations and comply with the safety requirements set by the manufacturer.
  7. The use of a life jacket is mandatory.
  8. In the event of a dangerous condition or possible impact, the pilot is required to land in the sea near the shoreline or near a vessel that can provide assistance.
  9. Overflying with a hang glider is prohibited for safety reasons. Except for any events agreed with the concessionaire association and the Municipality.
  10. The concessionaire association reminds that the pilot is solely responsible for his flight conduct, and also reminds that common sense and an eye to the future represent a protection for everyone. Anyone who does not respect this regulation, endangering everyone’s flight, will be removed and reported to the competent authorities.
  11. Last but not least, let us remember that we are a community that seeks to spread the values ​​of flight and, beyond the laws that regulate it, it is our duty to have respect for the community that hosts us, the same goes for tourists who sunbathe on the beach and who share the shore with us, with whom we must keep a special eye during the landing phases.
  12. The membership fees of the pilots (Fly card) and of anyone who will be accompanied in the air by the tandem pilots, will be used to cover the maintenance and management costs, and any excess sum from this collection will be redistributed to the local community for projects dedicated to young people and the elderly, in order to make people understand that, in addition to promoting an eco-sustainable and fascinating sport, we are attentive to the dynamics of the territory.
  13. For safety reasons, it is forbidden to top out during take-off.
  14. We remind you that due to the lower maneuverability, tandem pilots have priority.
  15. Tandem pilots also have priority during take-off, except for those who already have the sail unfurled and are ready to go. If a pilot fails twice during the launch phase, he will have to rejoin.
  16. The concessionaire association is not responsible for damage to materials due to any regrowth of shrubs or any obstacle. Within the limits of what is permitted by the administrations, the concessionary association will intervene to improve the area, but each pilot is required to make sure that everything is in order and functioning before taking off. In the event of a take-off with a tie or knot, which compromises maneuverability, the pilot is required to lose altitude over the sea, report it by radio, and land on the shore if there are people on the beach.
  17. Before reaching the take-off point, please contact our association to get all the useful information and carry out the flight in complete serenity. In the event that the camera on the beach does not work, it is the pilot’s obligation to make sure that it is not crowded and not subject to storm surges.
  18. It is forbidden to fold the sail on the promenade. (In addition to being much more damaging to the fabrics of our sails, rubbing it on the concrete is frowned upon by citizens. Please don’t make us repeat it).
  19. Life jacket is mandatory.
  20. In the event of an emergency helicopter intervention, 
    do not take off and immediately move to the landing area and proceed with the loss of altitude 
    to avoid disturbing or slowing down the action of the rescuers.

 

As regards limitations in critical periods, we believe that in the face of approximately 150 days in which flying is open to all and throughout the day (except for Notam closures for helicopter overflights or military exercises, or a full beach), limiting flight activities in the central hours of the day for 45 days to those who do not have the necessary experience requirements is an effective and shareable tool. We know very well how difficult it is to determine the capabilities of each individual and above all their level of experience, this does not take away the fact that this choice is undeniably the only possible one in order to demonstrate and guarantee a certain type of approach to safety. Even more so considering that in the afternoon, due to the natural rotation of the breezes, wind come normaly from sud ovest.
